Nigerian Expatriate Quotas Restricted Under New Policy to Boost Local Jobs

Abuja – Nigeria is implementing major changes to its immigration rules, aiming to boost local employment. The government announced it will no longer approve Nigerian expatriate quotas for positions that skilled Nigerians can fill. Minister of Interior Olubunmi Tunji-Ojo declared that hiring foreigners for roles suitable for the local workforce hinders national progress and will cease under the new guidelines.

Stricter Oversight on Foreign Hires

Effective May 1, 2025, the updated policy governing Nigerian expatriate quotas takes effect. Its primary goal is to create more job opportunities for Nigerians and ensure valuable skills are transferred locally. Companies seeking foreign workers must now demonstrate that no qualified Nigerian candidates are available for those specific skilled positions. Furthermore, the government plans strict monitoring of mandatory understudy programs for any approved expatriate roles. Minister Tunji-Ojo emphasized Nigeria’s large pool of capable young citizens ready to contribute to the economy.

Streamlining Immigration with Technology and Enforcement

Alongside the quota changes, Nigeria is modernizing its immigration system. Key reforms include introducing an e-visa platform and automating landing and exit card procedures. The revised system for Nigerian expatriate quotas is designed for greater transparency and control. Employers will be held directly responsible for immigration compliance concerning their foreign employees. All foreign workers must adhere to the updated regulations. To facilitate the transition, a three-month grace period will allow expatriates to ensure their status is compliant before strict enforcement actions begin in August 2025.
